Development
Characterization
On arrival Joe becomes clear that he is not like his mother Nell Mangel (Vivean Gray). Joe is portrayed as "an unmerached fool who likes to drink beer", he is green-toed and garden-loving and also acts rudely. He also has a love to bet and likes to follow the status quo. Many of Joe's features disturb other people, with Nell and Dorothy Burke (Maggie Dence) constantly trying to get Joe to behave and change his way of life. She often clashes with her nephew Jane Harris (Annie Jones) also hates Joe's love for loud music, soccer and beer. When his son Toby (Ben Guerens) came to live with him he had difficulty adjusting to father and seeing him as a task at first, then he began to realize Toby's smart potential, he became proud and turned into a good father. Through his relationship with Kerry Bishop (Linda Hartley-Clark), Joe is portrayed as a complete opponent of himself, he remains acting in his outspoken and sometimes selfish ways, but he truly loves him.
Little has referred to Joe as the "big character" in the series, also stated that viewers still have a great affection for him because of the plot. In an interview with the Derby Telegraph newspaper, Little describes the persona and links to the British public stating: "He is a single father, struggling to get along, a bit of a fighter. He appealed to the British Psychology and became a little folk hero. "He also talked about Joe who still represents the type of Australian landscape when he returned in 2005. Few describe this change by stating:" Joe is such a dying breed - I do not know if there are too many Joe Mangels left. He's a really nice and easy guy who's dying. He knows the language. He could be one of the last Australians! "
Departure and return
In 1991, Little decided to get out of the series when his contract came for renewal. Network Ten told TV Week that "Mark has been with the show since June 1988 and I think he feels it's time to continue, just like the ongoing drama is the nature of production." Slightly suffered with typecasting after his departure from the show. He commented, "Joe Mangel is my creation and he's a bit inconspicuous going to steal my identity in a strange metaphysical identity theft case."
In 2005, Little agreed to re-portray his role as Joe in a four-month guest capacity, as part of a 20th anniversary celebration of Neighbors. Little did say that he was not sure if it was a mistake because he felt that Joe was no longer suitable because of Australia's cultural change. Character has changed and Little believes Joe who lives in the countryside contributes to this. After "very suburban" character Joe returns as "bushie" after living on a cattle ranch. He added that his character did not recharge with his old lifestyle. In 2008, Little said it was unlikely he would return to the show again, describing Joe as "just a wonderful memory". In 2010, former co-star Janet Andrewartha (who plays Lyn Scully) calls Joe to return to Lyn, also wants to work with Little again. However, Little confirms that he will not come back because he feels that Joe has "got time".
